Debt Management

PPA1: To improve debt management, the government limited the present value of new external borrowing to US$3,739.3 million between July 2024 and June 2025, except if this limit was adjusted: (a) by the World Bank to reflect any material change of circumstances, or (b) in coordination with the IMF, in line with adjustments to the IMF Debt Limit Policy.

PPA2: To improve fiscal sustainability, the Ministry of Finance, Planning and Economic Development (MOFPED) will start publishing a comprehensive tax expenditure report, consistent with the World Bank's Tax Expenditure Manual, on the MOFPED website.

PPA 3: To improve fiscal sustainability, the Uganda Revenue Authority (URA) has operationalized the linking of the Tax Register to other government data systems which will facilitate tax audits and improve tax compliance: Specifically, Tax Identification Number (TIN) linked with National Identification Number (NIN) and the Uganda Registration Service Bureau (URSB) to facilitate instant TIN issuing.

To improve fiscal sustainability, the Cabinet has approved a Tax policy to streamline the guidelines and principles for formulating and imposing tax legislation and tax administration in Uganda.
